DESCRIPTION
Offshore Engagement Manager
The Offshore Engagement Manager is responsible for supporting STS’s Offshore Sourcing Program. The Offshore Program Manager will be the “go-to” person for I.T Managers for off shoring support.

Context
STS (Systems and Technology Services) initiated its offshore program 3 months ago by engaging India-based offshore vendor for selected applications maintenance and development work.

STS has setup a Sourcing Office responsible for ensuring the success of STS’s Offshore Sourcing Program headed by Global Resource Manger.


Department & Reporting

This position is located within the Sourcing OfficeØ
ThisØ position Reports to the Global Resource Manager
Works closely with theØ entire IT Senior Management Team, particularly the VP’s to ensure the offshore program goals and benefits are realized.

Responsibilities

Support Sourcing Strategy
Understand and promote STS’ goals for offshoreØ sourcing
Assist Individual I.T Managers in sourcing resources from theØ Offshore Development Center , developing transition plans and measuring effectiveness of the resources.
Collaborate with other teams withØ Infrastructure and Security Teams within CIT to support the ODC.

Governance
Implement standard methods to evaluate theØ performance of the ODC.
Provide clear and timely escalation of serviceØ issues to Senior IT management.
Schedule, plan and facilitate governanceØ meetings:
o Weekly project meetings (one per project)
o Biweekly program operational meeting
o Monthly review meeting with Global Resource Manager
o Bi-annual Offshore Program Review

Offshore Process Improvement

Support the design, roll out and refine processes (e.g. changeØ management, resource management, quality management and escalation procedures) required to effectively use offshore resources by STS staff.
Educate I.TØ managers on rules of engagement with Offshore Development Center .
EnsureØ processes integrate well with existing PMO and other operational processes.
Stay current with evolving best practices for using offshore sourcing.Ø



SLA and Contract Management
Ensure procedures are in placeØ to formally measure and report on SLA compliance. Oversee contract compliance and creation of new work orders.
Act as initial escalation point forØ contract issues.


Knowledge
Proficient in using project management techniques and tools
Strong knowledge of formal service level management methods and procedures
Strong knowledge of contract and vendor management methods and procedures in particular in relation to India-based offshore vendors




REQUIRED SKILLS
Skills
Excellent relationship management skills
Ability to work closely with a variety of constituencies including IT executives, offshore vendor managers, and technical staff; ability to understand and effectively deal with cultural differences
Excellent communication skills -verbal, listening, written, and presentation
Ability to effectively coordinate and facilitate cooperation from multiple IT groups and vendors to accomplish assignments and goals
Strong critical thinking and problem solving skills with excellent follow-through
Ability to develop and implement processes that integrate effectively with existing processes

Desired Experience
10 + years of I.T Experience
5-6 years experience planning and managing projects
5-6 years of experience managing and working with offshore vendors, particularly India-based vendors
2-3 experience in managing service levels agreements and contracts
