Duties and Accountabilities

The Private Sector Development (PSD) Specialist in SASFP would assist with the Unit’s growing PSD work program, which focuses on the following areas:

Improving the business environment and firm-level competitiveness;
*
Small and medium enterprise development and financing;
*
Public enterprise restructuring/ privatization of state enterprises;
*
Public-private partnerships for infrastructure and service delivery;
*
Corporate governance;
*
Fostering the knowledge economy and innovation.


To implement this agenda, the Unit collaborates closely with other regional units within the Bank and the Bank-wide Finance and Private Sector Development (FPD) network, which includes IFC, FIAS and MIGA. The Unit also works closely with staff from other regions and networks. This mode of collaboration and partnerships is central to working with the private sector in our client countries.

The PSD Specialist will be expected to contribute extensively to implementing SASFP’s PSD agenda through analytical and operational work, with a particular (but not exclusive) focus on India . The selected individual would be expected to:

Conduct professional level research and analysis to diagnose and propose solutions to policy issues and challenges confronting private sector development, with a primary focus on India ;
*
Interact with clients on policy and project-related issues and generate demand-driven ideas for new PSD-focused projects (lending and Technical Assistance) and economic and sector work, with a primary focus on India ;
*
Contribute to the preparation and implementation of PSD-focused lending and Technical Assistance operations, and undertake project management/supervis ion;
*
Supervise the work of consultants and technical specialists to ensure consistency and conformity to Bank standards, and evaluate studies and sector related project documentation;
*
Work closely with the India country team to monitor private sector development, contribute to the policy dialogue on PSD issues, and assist on PSD issues in the country assistance strategy;
*
Work independently under the general direction of the unit manager, country team leaders and task team leaders, and work effectively as a team member.


Selection Criteria

Key requirements for the position include:


* Advanced degree in economics, business or related field, preferably an MBA, and at least five years of relevant work experience in the private sector or in policy research.
* Strong theoretical base in economics/finance, combining a broad grasp of the problems and challenges confronting private sector development in India ; experience in equity markets research and analysis, focusing on key industrial and infrastructure sectors in India would, therefore, be an added advantage.
* Strong analytical skills (quantitative and qualitative) and proven ability to conduct professional level research, translate theory into practical applications, and adapt professional knowledge and technical skills to analyze, diagnose and propose solutions to policy issues and challenges.
* Effective written and spoken communication skills.
* Ability to: build effective relations with local and international partners, with client governments, the private sector and other stakeholders; seek common ground; and negotiate issues with internal and/or external clients to recommend for higher approval.
* Good interpersonal skills, capacity to participate in multi-disciplinary teams, and a proven ability to function effectively in a multicultural environment and as part of an internationally co-located team.
